2/金管會' 112553金管會不排除在主板之外，比照英國的「AIM（另類投資市場）」或新加坡「凱利版」推出「特殊板」。金管會主委顧立雄今天（5日）在立法院財委會表示，若想在兩個主板之外加設特殊板，要如何設計、類股型態和交易型態為何或限定僅機構投資人投資，證期局要再和2/櫃買中心' 119051櫃買中心討論，1個月內完成研議。
民進黨立委余宛如今天在財委會質詢時說，台灣雖有「2/創櫃板' 103918創櫃板」，但形同止水，有269家申請，但登錄僅14家，且創櫃板之後上市櫃的只有3%。
顧立雄說，他去櫃買視察時，當場就提到創櫃板碰到的問題，他說，創櫃板是讓一些非公開發行、微型企業來籌資，在財務更健全、公司治理更完善後，才能達到公開籌資的前提，但問題是，少數微型企業可能透過創櫃板打打知名度，就離開了，有些公司比較傳統，也無法配合會計師做財務查核做轉型。
顧立雄還說，目前興櫃沒有集中撮合制度，上市櫃兩個又都是主板，櫃買中心是從主板觀點考慮「投資安全性」，要保障投資人安全；但國外有主版和特殊版的區隔，提供還在成長階段及盈利規模較小的企業籌資，他說，這部分，金管會會再跟櫃買討論，證期局應可在1個月內完成研議。
金管會證期局局長王詠心指出，之前在內部討論時，「有針對網路公司，考慮給它一個網路版的概念」，就是「另外再開一個板，但比上市櫃門檻低」，她說，目前相關「科技股」是在主版，且公司若要拿到經濟部工業局核可，即使發生虧損、不一定有獲利，也能上市櫃。但王詠心也強調，目前還在討論中，要再找櫃買中心討論。054081113.jpg&x=0&y=0&sw=0&sh=0&sl=W&fw=>上市櫃主板外 金管會不排除針對網路公司開特殊板 。圖為金管會主委顧立雄。記者孫中英／攝影
